Base Rate + Extra Item Charge shipping means that the website visitor is presented with a choice of several shipping methods and their associated prices.

This choice becomes their 'base shipping charge' and will be the rate they are charged for shipping on their order as long as no more than X items are in their shopping cart.

If more than X items are in their shopping cart, then a charge of Y per item is applied in addition to the base shipping rate charge.
